Natural land tenure
Study on the tenure agreements for natural, agricultural and forest land

This study focuses on land tenure arrangements for natural, agricultural and forest areas (ENAF) and seeks to identify the actors involved, their objectives, their management and their economic model. Land tenure involves acquiring these lands to reserve them for uses such as biodiversity conservation, sustainable agricultural or forestry management, or territorial planning. ENAFs, which cover 52% of French territory for agricultural areas, 31% for forests, and 8% for natural areas, are under increasing pressure due to growing urbanisation, the need to protect soils, compensate for its impact on biodiversity, or regain food sovereignty. Within these supporting structures (endowment funds, local authorities, land agencies, and public institutions), certain initiatives recognise the ecological functions of land, either by promoting its economic value or, conversely, by attempting to remove it from the land market.
